I haven't had much of a choice; I've been beaten on every Japanese free agent I've bid on. :-C

Every time by Japanese teams. You underestimate the preference of Japanese players to stay in Japan.

Of course Fukuda had already made the jump to the PEBA with the Sandgnats, so that probably is an influencing factor. I've had no luck with recent LRS free agents, though. Not that I'm complaining! I'm happy to see the LRS retain a good number of its Japanese players.
