It's a direct result of the Havana Accord of 2013 which laid the groundwork for the merger talks which brought the Havana franchise to Cuba. Part of the landmark agreement between the Cuban government and PEBA clearly limits PEBA's ability to strictly baseball related activities. Thus, PEBA is free to work with youth baseball programs throughout the island without supervision. Areas of cooperation that may be subject political interpretation are taboo.
In an instance like this where prisoners are being swapped, both parties are prohibited from acknowledging any PEBA-Cuba interaction. It's well known that the talks leading to the swap were hosted by Canada. It's no coincidence that Edo's (the present Havana club) CF Ben Bigalow was a Canadian citizen who played for his homeland in the 2013 World Baseball Classic where he made the initial contacts with the Cubans in his covert role for the Royal Canadian Mounted Police's International Operations Branch. This was done under the guise of an operation investigating doping in Canadian baseball from a ring based in Miami with contacts to Cuban medical doctors.
One day the entire story may come to light.
