ALERT: One of the most important things to remember is if you have Rule 5 players to protect, you must do so before Tuesday’s sim!!! Or forever hold your peace. No roster moves are allowed between Tuesday and Thursday’s sims. This is very important if you’ve traded for a Rule 5 eligible player!

The problem has been, the system is designed to help smaller teams who can't afford to keep star players get compensation when they leave. But historically, it has been a bigger benefit to big teams who are able to replace good players with good prospects. (edited)

Small teams losing players to free agency is not a big problem. Most players are either extended, or traded.
I agree that the biggest beneficiaries are the big market teams. I've benefited myself.

I am hearing that there is a general thought that bumping the offer and moving back to the end of R2 might be a plan - question: If we are not getting a R1 Supp pick, would we then not lose a R1 pick for signing? Instead the R2 pick is lost?

Also, if small market teams believe they’ll have a shot at a guy without the QO…this is just not gonna happen. There was a writer in Philadelphia who would never vote for a first ballot hall of famer. His reasoning was that babe Ruth was not a unanimous choice, so nobody should be. He forgot that the first time they had a HOF vote it included all of the players from the previous 30-40 years. It was a stupid reason.

Eventually, the PEBA’s history will be stored in its HoF, much like Cooperstown holds the history of the MLB. If we only elect a couple players each year, our history--and our memory of that history--is limited, pathetic. If we elect more players, we remember and we honor more of our history. An INCLUSIVE hall should be our goal.

One challenge is how much is customizable with owners - where players and personnel have point values of 200-250, owners range for 4 to 10 points - so small shifts make big differences - you can check this in a solo league…

So this is what the current change in ownership reward looks like:
• Change Ownership: Exchange 100 CP + an article on new ownership to alter details of your team. You may submit new details for your team’s owner, including name, nickname, date/location of birth, nationality, height/weight and a new picture. Your new owner’s Patience and Spending traits will be randomly determined by OOTP. All changes must be approved by the Board. An owner created/altered through the Change Ownership reward is protected from OOTP-generated ownership changes for five seasons. This benefit may be selected once every six seasons. New league members may select this reward during their first off-season with the league regardless of when the team last changed owners.

I am in favor of anything that gives us more ability to interact with (or ignore without penalty) owners. I think the only downside of a CP reward to straight up improve them is that everyone is going to do it until we eventually reach a parity place anyway in which everyone has the perfect owners, at which point we might as well have just normalized them. So limitations or rules around that would have to be pretty tightly written.

So this is my suggestion - and it’s not cheap:
New owners are required to remain as is for a minimum of three seasons (1.5 RL years) before they can be improved or changed. The cost of changing (killing off) a CP generated owner earlier than the six-year commitment is as follow:
After 3-seasons: 150 CP + article
After 4-seasons: 130 CP + article
After 5-seasons: 115 CP + article
