WV a heavy favorite here, Arlington and Hartford are more of a toss-up for second. Rebuilding time in the Netherlands.

Florida is the best until they're not, though Kentucky could certainly take the division if things break right. New Orleans is much improved as well. New management in Laredo will take stock of what they have this season.

Havana has the upper hand here, though San Juan gets a boost from long-time Codger Alexander O'Neal.
