Hey Morris, seeing the discretionary funds thing was a recent addition - and with the various delays, one that feels so long ago, could we get a refresher as to how this is working and a description of those categories - I can't seem to find the original discussion. Thanks!

What we start with are the 2022 values that Matt last published, before the winter meetings last game year.

Next you see the moneys spent in 2022 for CP rewards. As Matt mentioned, there was an assumption that discretionary funds would be spent before 'cash'. I stuck with this assumption when reviewing last season's CP rewards except where I knew for a fact that cash was spent.

The trades column shows discretionary funds that were traded at last year's winter meetings.

Owner cash is basically a reinvestment figure, where 1/3 of owner cash taken from a team is put back in the discretionary fund.

Revenue sharing is a claw-back provision which puts 1/4 of money taken from a team for revenue sharing and puts it in the discretionary fund. Where, in theory, this money is supposed to have come from is anybody's guess, but those are the rules in place.

Here's your guide to the tracker:

Because the most recent update available was before last year's winter meetings, it was necessary to reconstruct the previous offseason. So you'll see the 2021 carry over figure and 2022 earned CP as calculated by Matt. Then I worked in any CP trades at last year's winter meetings. I used the tally of CP rewards (also published by Matt) to figure the CP spent last winter, which gives us the 2022 carry over figure.

Bear in mind that 450 CP is maximum amount any team can have at any time. So any time a team's balance went over 450, it was adjusted down. For example, when a team's carry over from the previous year plus earned CP goes over 450, that amount is adjusted down to 450 before spending is taken out, which happened to some teams.

In a few cases spending appears to have exceeded the amount of available CP. There may have been CP awards unaccounted for in the last tracker published. I adjusted the carryover up to zero in those instances.

Where a GM changed teams, the carry over from 2022 for the previous team was used.

That brings us to 2023. Matt's departure midseason left us with no record for some CP award categories. Because of the time it would have taken, or near impossibility, to accurately tally winter meetings attendance (2hrs, 25 CP), winter meetings top prospect trades (25 CP), amateur draft attendance (5 rounds, 25 CP), and forum posts (1 CP per 3), it was decided to lump all of these together, along with some additional CP as a reward to PEBA GMs who put up with the transition, into a single participation award of 200 points. Yes, everybody gets a participation trophy. Writing CP is tallied separately as normal based on GM self-reporting. So, your maximum possible award for 2023 is 300 points.

Going forward, we will have an accurate CP tally for 2024.

Lastly, partly as an expedient and partly as a policy, we did away with CP penalties for 2023.

As a reminder, there's still time to claim your writing CP. Get those word counts to me.

Yes we are, Mike. If you'll recall, the 25 points for blogging was part of the 100 CP available for writing. That is, of the 100 points one can earn for writing, 25 points could be from a blog.

Ron hasn't turned in his word count yet or claimed his blogging CP so the ball's in his court.

I'm not sure how to count what I've done. I only did one or two items on the front page, but I've got a bunch of Blog/Forum articles I can count up. What's the equation?
